In the vast majority of cases, when tendered services change operator, there is no change to route or timetable, unless stated otherwise.

So I'd work on the assumption that the timetable remains as present, just the operator that changes.

28A is being reduced then, new timetable is here:

Hourly with a 90 minute gap before the last bus of the day.
Later journeys in the day will resume it appears which haven't ran for a while as its been finishing at 2PM operating to a Saturday timetable when operated by Diamond due to coronavirus.
Also notice they will be finishing slightly later than Diamond Bus as there is a 17:58 journey from Small Heath to Ward End, whereas Diamond used to finish at 17:15.

Makes sense that the 28A is now hourly; doesn't get much passengers as well as it being a very short route (only over 20 minutes),

Shorter routes don't necessarily mean there's low passenger use.

What were they awarded the contract on?  I'm surprised TfWM would allow them to use a 16 year old Scania as it surely doesn't meet the euro 6 emission standards?

Perhaps you might be able to advise where you can go and buy/lease a bus at the moment?

But when was the route put out to tender?  If it was only a few weeks ago, then I can understand but if it was before the lockdown, then the company surely would've had enough time to obtain a suitable vehicle.  And if they didn't have a vehicle that was suitable for the contract, why did they bid for it in the first place?

Would it need to meet Euro6 though? The 28A route doesn't go into the Clean Air Zone.

Or is Euro6 a condition of any TfWM tenders?

I have no idea on what basis the contract was awarded.  However, if the contract requires Euro 6 TfWM normally allow a period of time for this requirement to be fulfilled.
