Can't garages have an internal queuing system were they they queue within the garage before it becomes packed and then towards the late evening when most buses are in the garage and traffic on the road is low, they can queue back outside ?

I wouldn't shoot you @clayderman lol, no whoever wrote the article clearly used that video to create an impression that the driver didn't stop, conveniently the video only shows the bus for a few seconds after it happened. After all, a bus hitting a car and stopping to exchange details isn't front page news, it happens everyday.
