Ah right, I was thinking further back than that, when it was operated by early Fleetlines with a 10 minute frequency, must be 1970/80s
Pensnett is my local garage. Favourite bus of all time is Fleetline 6360 (KON 360P).

Showing my age here but I remember the 38 as being City to Yardley Wood (Slade Lane) via Stoney Lane. Ran in conjunction with the 13 (Ravenshill Rd) and 24 (Warstock via Showell Green Lane) along Yardley Wood Rd. Always thought that was a strange group of route numbers. Now the 2 and 3.

Ironically the 139 did a trip in TMH colours from High Oak, but who can guess what the TWM High Oak terminators were numbered...

If I remember correctly I am sure the 139s which extended to Pensnett or Brierley Hill were numbered 139E

@Dom the 138 was when it got extended to the hospital (before the dudley network review which replaced it with the 141 merry Hill - Blackheath - City)

The answer is no, unless LH did any schools or works short workings.  The Outer Circle was mainly run by Acocks Green, Perry Barr and Harborne, with Quinton sometimes also involved.

Other garages could appear on short workings for schools and works.

This service was,nt available after school though not good had to walk to the merrivale to get 120/128/129 service. I remember 41? As the service number always had leyland nationals, I did enjoy traveling on these lots of character.
