Excuse me for not understanding but why do garage's have to bid for buses doesn't NXWM know what buses need replacing or do they just wait for them to permanantly break down?
I would have thought that the remaining b6's would be replaced with equivalent e200's and the remaining older single deckers replaced with either cascades or new buses?

Often the local garage management teams are asked to bid for buses rather than them just be allocated there by Head Office. This is done so that new vehicles are used on the routes where they can improve revenue, the service offered to passengers etc.

So for example on the Darlaston corridor, as these routes are subject to a lot of competition, you could argue that they should be allocated new vehicles to improve on the vehicles already on it. This may lead to more customers using NXWM as the vehicles look newer and smarter, and brand new vehicles should be more reliable, ensuring that the full service can operate leaving less gaps in the service for competitors.

Personally though after the welcome return of full size single deckers on the 34/38/39, I think it would be a backward step to go back to midibuses.

That bit did cross my mind, but it may be no full size single deckers are on order for 2014

I also wondered why garages had to "pitch" for new buses, surely head office should be allocating buses to the garages in most need. As someone has already said, what is the point of allocating the 34/39/39 E200s when they are currently operated by B10L, surely a bid for B7RLEs would have been better.

You might find that if PB all 26 outstanding 63 plate E400's (4914-39) then the Spare ones will go onto the 94?

The spare Enviros are probably more likely to go on the 115/914 & 907, as NXOD reported that the 94 will get an upgrade of refurbished vehicles
