Why not new B7RLEs to WB, saving having a swap around?
Because I think WB doesn't fan of B7RLE but WB inereresting for Citaro.

I'm pretty sure individual garages don't get much say on what new buses they get; I expect those kinds of decisions are made at head office, by fleet management and procurement teams.
