why what's happening ?

i assume it's the tram line extension to no 54 hagley rd ,Mr trident is on about.
From my understanding the tram will use the under pass, what I don't get why have resurfaced it only to rip up in a few months to place the tracks in.
The bottom of broad st was resurfaced properly not long a go now it's all torn apart , some serious lack of joined up thinking at tax payers expense again.

Perhaps it was replacing another vehicle and was waiting it's time there because there was nowhere to park in the bus station....
