Most certainly is - anything that impedes the bus from maintaining service through mechanical or technical failure is deemed a breakdown.

It was either 2215/6 or 2218, all the passengers were transferred onto 6143 with the driver out on the phone and the engine off... and it was at the time I posted at the bus stop outside Levines...

4463 broke down at brownhills west terminus around 15:30

Passed 1801 being hooked up to a recovery truck earlier this evening on Yardley Wood Road just before the Wake Green Road junction, causing a bit of congestion as it was blocking the left-turn lane.

Looks like it had been there for sometime, seems to have 'conked out' while doing a journey on the 1 earlier in the afternoon according to BusTimes:

Spotted same bus again broken down on Wake Green Road this morning, at the same spot where it looked like it broke down yesterday!  ;D
