Because they can't be submitted anymore than 56 days before date of implementation only less than 56 days if a short notice registration.

If they were registered in Feb, they would have appeared on VOSA long before now.

Remember @2206 that approval by VOSA is not just a rubber stamping exercise, they will want to make checks which would include to ensure that the service(s) that the company are asking to operate can be done so legally. For example, if the Traffic Commissioner had gave authority for Green Bus to operate 5 vehicles just say, and yet they had applied to run all those services, then VOSA would be asking how can you do it without illegallly operating extra vehicles, presumably they would also check that the company has had no restrictions applied to it by the TC and also to ensure that the correct paperwork has been sent to the Local Authority(s) that the service will operate in.

Couldn't they operate a free service for the first 2 weeks though, isn't that what they did when they first started on the 22? I assume that is what they'll do?

A single ticket for £2.50, you can use N bus passes and tickets on it and they have annual passess. So it would make a difference for anyone who'd buy a ticket.
