It sort of does break the rules, but if no other bus is available, then better to have a non-compliant bus in service than no bus. I'm sure it's just out as a peak-time extra.

I am going to sound incredibly stupid by this, but how come the 73 and 1 are permitted to have Presidents run on their routes - is the restrictions to do with the frequency of the route?

The 1 doesn't enter the SQPS area, as it terminates at Five Ways / Broad Street.

The 73 is every 30 mins, ie 2 buses per hour, SQPS applies to services with frequency of 3 bph or higher.
