Why are all the XC Piccadilly - Bristols terminating at New St?

Starting today until 27 July, there are meant to be engineering works on Sundays between Birmingham and Cheltenham meaning that all North East to South West services are timetabled to be diverted via Stourbridge Junction and also call at Gloucester Central for passengers travelling from Birmingham to Cardiff.  Manchester Piccadilly to Bristol Temple Meads services are terminated at New Street and Nottingham to Cardiff services start at Gloucester.  However, today the NE-SW services have operated via the Lickey meaning that southbound trains have to wait at Cheltenham for half hour while northbound trains wait at New Street for half hour. 

To sum it up, a lot of people have been inconvenienced today by engineering works that didn't happen.  I don't know whether this fiasco will continue for the next 5 Sundays.

Oh yeah, completely forgot about the lickey incline works, presumably to do with the loop they're building between Redditch - Barnt Green. Should've clicked on when I saw engineers on the track by Smethwick Junction this morning when I was waiting for my train at Galton Bridge lower level  ;D. That must be an interesting journey, Birmingham - Cheltenham via Worcester, it's a shame the voyagers can't make any calls at Ashchurch or Shrub Hill
