It's just what is easiest to gey out the depot to gey the milage and service run.
The 16A can be very busy departing Birmingham of an evening. Quite often if only a streetlite is allocated then will leave full and standing, Deckers are certainly needed or at least a pulsar.

I also often see the 16A late in the evening leaving the City, no way a mellor would be able to take some of the loads leaving the stops in the City!

Yeah a streetlite or pulsar are better for the run but somtimes it's easier to get a Mellor and get it out to run the service and milage, most the people get off between Birmingham and hamstead I belive most get off around Handsworth area, meaning it's on the national express corridor too, I know it's not ideal having a Mellor but on a evening if it's a change bus it's difficult to get a certain bus out not going into much detail but it was a bus sent out to cover the milage and service.

I'll tell you one thing. People last night were not impressed. Imagine having to wait for thirty mins because they couldn't get on this minibus

Considering there would be plenty of full size singles and deckers in the depot at that time of night as well there isn't really any excuse for a breadvan to be used as a change bus.

Surely pulling a Double Decker of the 45 late night duty in advance or if its less frequent Drive it up to Brum or pull one of the 42 and either have them in the Garage ready just in case or put them on the 16A when needed

I don't really think you understand how it works, say a decker is parked up yes it might be easy to get out but it could have a defect on it which engineers need to check before it is sent back out as engineers get given VCRs, a vehicle cannot go out in service without a VCR, let's say it doesn't have a defect they then have to dig the VCR out for it with the pile they get given along with dealing with other issues like drivers coming back to depot ect, the VCR was probably there and bus was ready to go so was sent out, I don't know full circumstances but it can be chaos on a evening in the depot, at least a bus was ran on the service not ideal size I agree but its a bus running the milage and service.
