Remember theyre not doing school trips or private hires because of COVID too

Maybe there isn't the demand for extra vehicles.  Why send out an additional vehicle that you have to pay fuel and drivers wages for?

I think you've misunderstood that, what I think was meant is why is a different coach operator running the extra services.

I would think if extra coaches need to be sent out, then there would be the demand for extra vehicles.
