I think he means the silver/grey line on the Sutton Lines branding.

But have the silver/grey stripes been removed off any 63 plate E400's already?

Not removed, just not added in the first place to some

4914-4926 have the Silver Stripe 4927 onwards haven't :)

I think the clue is in the fact that 4914-4926 are Sutton Lines branded ;) The rest are not.
