Would a congestion charge work to ease traffic congestion with the west midlands if it was to be done in the city centre then i could invisage a two tier rate  out circle zone to inner circle zone one rate and inner circle to city another rate.

Remember in London they tried with the Western Extension, but it was one flat fee wherever you drove. But too many people lived in the Western area (who got a discount rate) so it was quietly dropped a few years later.
