They no longer operate on the 32 or 33 service and haven't done so for approx 2 years.

Section 5.2 – Decisions Taken at Public Inquiries
Public Inquiry (89405) held at The Public Inquiry Room (Birmingham), B15 1PL, 38 George Road, Edgbaston, Birmingham, on 10 April 2024 commenced at 10:30 (Previous Publication:(2653))
PD1140735 SN
TRAVEL EXPRESS LTD
Director(s): KISHAN SINGH CHUMBER
30 COTON ROAD, PENN, WOLVERHAMPTON, WV4 5AT
1. The standard national public service vehicle operator's licence under reference PD1140735 is revoked under sections 17(1)(a), 17(1)(b), 17(3)(aa) and 17(3)(c) of the Public Passenger Vehicles Act 1981 (as amended) (the "Act"). All orders of revocation take effect at 2359 hours on Sunday 16 June 2024.
2. I have made no order of disqualification under section 28 of the Act.
3. Under section 155 of the Transport Act 2000 a financial penalty in the sum of £8,250 [£550 x 15 vehicles authorised]. This must be paid in full before this operator's licence is revoked. Failure to do so will have a significant adverse impact on the issue of good repute upon any future application for an operator's licence made by Travel Express Ltd and/or Mr Chumber.
4. Transport manager Mr Kishan Chumber has lost his good repute as a transport manager under Schedule 3 paragraph 7A(1) of the Act. He is disqualified as a transport manager with immediate effect for four years (48 months) until 2359 hours on 03 May 2028 under Schedule 3 paragraph 7B(2) of the Act. I am unable to think of a rehabilitation measure for Mr Chumber.
5. Transport manager Mr Nirmal Johal has lost his good repute as a transport manager under Schedule 3 paragraph 7A(1) of the Act. He is disqualified as a transport manager with immediate effect for three years (36 months) until 2359 hours on 03 May 2027 under Schedule 3 paragraph 7B(2) of the Act. I am unable to think of a rehabilitation measure for Mr Johal.

So in a nutshell, is it bye bye Travel Express completly, or have they got away with a fine, but need 2 new transport managers?

Sorry, it's not clear.

(I know someone who uses their 303 in Willenhall!)

The 3rd sentance did confuse me.

Not yet, the operator licence will be revoked after 16th June, from which point they will not be permitted to operate any services.

I would presume that TfWM are already in the process of retendering any contracts they currently operate.

Not sure how a part time tm will impress the T/C as both existing tm's have been suspended for a minimum of three years. a part time tm will not be enough to fulfill the conditions of the license

PhageyMcPhage

The TC guidance doesn't require full time for 15 vehicles.

Travel Express don't have 15 operational vehicles as far as I'm aware as a previous enquiry stated they could only operate eight vehicles. As for the contract services, they operate service 303 as mentioned plus the interworked services 63/64/65. They run commercial journeys on services 1 and 11 plus positioning journeys on the 3 and 529.

What it means is that the fines must be paid before the revoked licence takes effect on 16th June. Failure to pay would mean that if Mr Chumber tried to start up again either under a new name or as the same company or indeed if someone else was to try and register under the name Travel Express Limited then the failure to pay the fine would to paraphrase,  make such an application nigh on impossible.
