Two things to look at from the points above. Once you get down to a frequency where people don't need a timetable, which is what a 7/8 minute frequency is, an increase in passengers doesn't automatically follow another increase in frequency, but a single deck 5 min frequency with single decks will incur a 50% increase in staff costs as well as an increase in depreciation and fuel costs. (Two double decks are cheaper to run/buy than 3 full size single decks). Comparing a B7RLE to a dart is like comparing a Leyland Leopard to a Ford R192 service bus. Both have their place, but a 'heavy weight' vehicle like the B7RLE is far more suited to intense urban work, hence even Diamond deciding to buy them for routes like the 4.
