My understanding based on rail and Ships are that warm storage (or Warm lay up) means the engines are run for a period each day and for rail the unit can be moved so if needed it can be pressed in to service knowing it wont fail. Storage (or Layup) means they are parked (berthed) up and arent touched and basically just sit around not being run. But as for buses I would think it was the same.
