If the speed limiter is set at 59mph then it is legally a bus! A coach must be capable of 60mph so not as clearcut as you think!

Can imagine defence standing up and saying case should be dismissed because it is a coach only for the prosecution to stand up and say "its a bus because its fitted with a speed limiter"!

A coach also has 0 standing capacity, so it is possible to re certify a bus to have 0 standing remove the limiter & circumvent dda restrictions in theory  (at least till the end of the year) a bit unscrupulous though.
