Pushchairs on Buses

Recently I've seen an increase in empty pushchairs being brought on to buses. Also seen quite a few prams/pushchairs full of shopping. Why should these get priority over pushchairs/prams that have babies/kids inside them?

Feel free the pair of you to engage in a argument with the person bringing the pushchair on the bus  don't bring the driver into it conflict avoidance 👍
