What's this new bus bill?

They were talking about it on BBC breakfast this morning, apparantley West Midlands has the lowest % of financial cuts in the country. Wasn't really paying attention but am curious what the level of understanding is from you guys.

Essentially it will give local authorities more power over bus services in their area upto & including franchising of the routes.
