OK there is an election coming and one party is proposing big changes for English railways.

I doubt it will do anything. All they are proposing is letting the current franchise run out, and the current operator risks losing it then anyway even without change

The Chancellor has cancelled the "Restore your Railway" scheme.

Are any of the current schemes going to be stopped as a result of this?

Considering the work that is already underway on building the new stations at Moseley, Kings Heath and Pineapple Road, it would be a bigger waste of money if these weren't finished off and reopened.
