Damaged PB enviro

Hi this afternoon I saw a 33 enviro driving with the front piece hanging off ( the part which is removed to reveal the tow eye), I flashed the driver but wasn't sure if he was aware! I also noticed 1869 on the 33 just after which may be its replacement!

Wondered whether anyone has seen this before?!

1869 was taken off the 33 by an Inspector in town around half 5 tonight. managed to get a pic though before the display was changed to Not In Service.
