The key there is "guidelines". The DDA legislation goes into fine detail regarding disability rights even down to the maximum degree angle for ramps etc however face coverings of any description are not mentioned. I guess it's one of those legal grey areas that's awaiting a landmark case..
The mixed messages over face coverings really needs sorting out though, as if you have certain respiratory problems then you are more susceptible to coronavirus & more likely to become seriously ill. However if you have that same respiratory illness then you may be exempt from wearing the one thing that may afford you "some" level of protection. It has been scientifically proven that wearing a face covering does NOT restrict your oxygen intake or lower the oxygen levels in your blood.
Anyway if you dont like wearing a mask you'd absolutely loathe wearing a respirator

Disney stores do not allow for exemptions for mask wearing  thing is with masks since some of the "exemptions" are not listed as formal disabilities the DDA wouldn't apply.

As I said though there is NO excuse for a driver loading a bus beyond its capacity along route: you simply dont stop or stop short or long from the stop. This is a public health crisis.

It has always been the drivers responsibility to ensure his vehicle does not exceed its plates capacity. In essence all that has happened is that capacity has been reduced. Yes at the terminus stop I.e city centre West Bromwich etc it can be tricky as everyone will just rush on: however along the route when it is obvious a bus is at its capacity the driver should not be stopping to allow more people to get on & if a passenger needs to get off then the agreed protocol was for the bus to stop short or long of the stop. I have seen very little evidence of this happening.

Other operators can do it I dont see why nx dont seem to be able to given the amount of monitoring of drivers  cctv & etm data that they have
