No, you  are correct - one set has two like that because it has the coach that should have been in 221144.

First Class is always scheduled to be at the London end, as the reduced time to leave the station/ reach the tube etc is considered to be an integral part of the First Class offer.

Seats are back to the direction of travel in leading vehicles capable of over 100 mph, as part of Crashworthiness considerations.
