If they bother to pick up, it was only until the station supervisor stepped in as other vehicles were skipping the stand!

Since when did flashing hazards mean the bus had definitely broken down.
Looks like it had accutally just come from the depot and was just waiting time before picking up service.

Hazards to me mean a breakdown!

Hazard lights can mean many things, for instance it can signify to the driver behind not to park to close as the bus may not be moving for a while due to a variety of reasons (e.g driver changeover)

4983 broke down on the 0615 15 Merry Hill to Wolverhampton just past the Lea Road/Penn Road. It was being put on tow around 0930
