If it was stuck in first gear hill climbing wouldn't be an issue, as it would be the same speed on all roads

To climb a hill lower the gear the more power it has plus the weight and size of the bus it needs it. Mucklows hill is a steep hill therefore requires more power to ascend. The e200 and e400 normal stay in the lower gears to get up the hill.

It's not dangerous (unless the engine overheats) it's the laws of physics.

Sounds more like 2nd or 3rd gear to me
