Is a stigma attached with WMSNT to the extent that nobody wishes to be seen on a vehicle ran by a company which has 'Special Needs' in it's name? which perhaps is one element for the re-branding to iGo.  Maybe there is general consensus that people prefer big vehicles when they want to ride a bus.
When do you see this service Adam? If Saturdays and School Holidays then that happens to be when many OAPs, certainly the less able ones who would find such a service a godsend would avoid going to town.

Just the other week, on the 10... A bloke with a bottle of Stella can crashing down the stairs from the top deck of the bus making the alchol smother the whole of the bottom deck!

Also, in reply to the 47, route 5 could be made to always have single deckers so it can go under Canley Road bridge as 5a and then go up Fletchhamsted Hwy to Torrington Ave. Then all 18a buses between 9am and 4pm could go via Bransford Ave to cover the 47 subsidy.
