City Centre emissions rule

Chance anyone could clarify what appears to me to be a bit of a grey area regarding the use of older buses in the city centre?

basically, the way I understand it is if a service is more than 3 tines per hour then it needs to use compliant buses. But what about evenings or Sundays when the service is reduced? Equally the other way round, if a service is normally every 20/30 mins but in peak hours has more buses (eg, the 936, X51, sure there's more than that) could it get away with non compliant buses during the peak hours?
Now in exile in Oxfordshire....

It is based on what the PVR for the route is & if a service has 3 departures or more per hour pvr then it it needs to be compliant even if the company ran a night service.

Is it also down to PVR for combined services on the same VOSA registration?

For example, the 31 and 31A are both on the same service registration, and between them provide 4 buses an hour (every 15 mins combined), so Presidents can't be used, although each service is every 30 minutes. Same for the 127/128/129, while each are 30mins frequency, all are combined on the same registration with a 10min frequency. And the 83 and 89, while providing a combined 15min frequency, are on separate registrations, and don't fall foul.

Which registration is the 83 on? 89 is PD0001111/132, can't find one for the 83...

Is it on the 129?

so if the 83 registration is on the 129, doesn't that mean the 83 falls foul of the emissions rule??

Sometimes vosa do slip up & don't update their on line servers with all the registrations I've seen it before & unless the operator questions why they can't see their registration on line it doesn't get corrected
