Train & bus companies fine people having invalid tickets or no tickets at.  The fines which these louts get is laughable.  If you pay the fine within a certain amount of time then the fine gets reduced. This is a pathetic system.  The lout should have seven days to pay the fine. If not paid within seven days then the fine should get doubled.  
When are train/bus companies going to start issuing fines for louts caught smoking? Fines should also be issued  for feet on seats

I think they're enforceable. I know somebody got fined by NX. Person refused to pay. Fine got doubled. The fine is now being paid with benefit deductions

What happens if you walk off?

Bit hard to walk off a moving train.....NX sometime have PC Pig with them who can check addresses.  Can a bus inspector physically stop you from walking away?

For a pathetic system, you've certainly got a very strange way to support the one person in the organisation that can legally enforce these fines.

Inspectors/revenue protection or transport staff cannot detain you or stop you from walking away. What they can do is call for a police officer (!) citing aggravated trespass as, by not paying a fare and trespassing, they are preventing them from  doing their job. 

Similar situations exist with civil enforcement officers who attempt to serve a civil enforcement on you for littering - it's civil, not criminal.
